Ministry of Culture and Fine Arts Hosts Dissemination Event on “Safe Village-Commune-Sangkat” Policy

On August 27, 2026, the Ministry of Culture and Fine Arts, in collaboration with the Ministry of Interior, organized a dissemination ceremony on the Royal Government’s “Safe Village-Commune-Sangkat” policy. The event was co-presided over by His Excellency Srey Soun, Secretary of State and high representative of Her Excellency Academician Minister, Minister of Culture and Fine Arts, and His Excellency Ouch Pheach, Secretary of State at the Ministry of Interior. The session was attended by 180 participants, including leaders and civil servants from both central and provincial/capital departments.

The primary objective was to highlight the Royal Government’s policy framework, which is defined by seven core criteria:

1. Quality Public Services: Provision of public services, particularly administrative services, with high quality, transparency, and trustworthiness.

2. Crime Reduction: Complete absence of theft, robbery, illegal drugs, unlawful gambling, and all forms of crime.

3. Public Order: Maintenance of good public order, specifically aiming for zero traffic accidents.

4. Social Safety: Freedom from prostitution, human trafficking (especially targeting women and children), domestic violence, and juvenile delinquency.

5. Out-of-Court Dispute Resolution: Quality and efficient resolution of local disputes outside the court system.

6. Hygiene & Environment: Maintenance of cleanliness, public aesthetics, and a healthy environment.

7. Crisis Response: Timely and effective response to natural disasters and dangerous infectious disease outbreaks.
