H.E. Long Ponnasirivath, Secretary of State, Signs Memorandum of Understanding with the Intellectual Property Trade Promotion Association

On the afternoon of August 07, 2026, at the Ministry of Culture and Fine Arts, H.E. Long Ponnasirivath, Secretary of State, representing Her Excellency Academician Minister Phoeurng Sackona, signed a Memorandum of Understanding (MoU) with Ms. Keo Langcheng, President of the Intellectual Property Trade Promotion Association, regarding cooperation in promoting the intellectual property sector and creative cultural industries.

This Memorandum of Understanding aims to establish a partnership in research and the enhancement of policy frameworks, mechanisms, and legal regulations, as well as knowledge sharing and human resource development within sectors under the jurisdiction of the Ministry of Culture and Fine Arts.

It is worth noting that the cooperation will focus on key areas including copyright and related rights, intellectual property valuation and commercialization, intangible cultural heritage and creative cultural industries, traditional knowledge and traditional cultural expressions, as well as training and raising public awareness.

To ensure effective implementation, this MoU stipulates the creation of two special working groups: the Working Group on Copyright and Related Rights, and the Working Group on Intangible Cultural Heritage and Creative Cultural Industries. Both working groups will prepare specific projects and collaborate to seek funding sources to support project implementation related to research, legal and policy formulation, and activities in the aforementioned sectors.
